Small Business Corporation (SBCorp) is a government financial institution attached to the Department of Trade and Industry and mandated to support the growth and development of micro, small, and medium enterprises (MSMEs) in the Philippines. It traces its roots to the Small Business Guarantee and Finance Corporation, which was created under Republic Act No. 6977, or the Magna Carta for Small Enterprises, and began operations on July 16, 1992, to provide financing and guarantee services to small businesses. In 2001, the Small Business Guarantee and Finance Corporation merged with the Guarantee Fund for Small and Medium Enterprises through Executive Order No. 28, forming what is now known as the Small Business Corporation. The merger strengthened the government’s capacity to deliver accessible financing, credit guarantees, and other financial services to enterprises that are vital to employment generation, countryside development, and inclusive economic growth. Over the years, SBCorp has expanded its role as a key financing arm of the National Government for MSMEs, implementing programs such as the Pondo sa Pagbabago at Pag-asenso (P3) Program, Enterprise Rehabilitation Financing, and other government-supported lending initiatives. In 2024, SBCorp further enhanced its lending operations by introducing Machine Lending (ML) for credit scoring, supporting faster and more data-driven loan assessment. In 2025, as part of its push for digitalization, SBCorp launched the SBCorp Money mobile app to make financing more accessible and streamline the loan application process for MSMEs.

About
Ms. Ma. Cristina Roque currently serves as the Secretary of the Department of Trade and Industry (DTI), where she is responsible for advising the President on trade and investment matters, establishing policies, supervising departmental activities, and ensuring effective operations across all DTI offices and attached agencies. Before her appointment as Secretary of the DTI, Sec. Roque made significant contributions as the Trade Undersecretary from February to July 2024. She led the MSME Development Group (MDG) and was instrumental in advancing micro, small, and medium enterprises (MSMEs) through various initiatives. Under her leadership, she managed key bureaus, including the Bureau of Small and Medium Enterprise Development (BSMED) and the Bureau of Marketing Development and Promotions (BMDPO), as well as the OTOP Program Management Office and the Comprehensive Agrarian Reform Program Management Office (CARP-PMO). She also oversaw the operations of important attached agencies such as the Small Business Corporation (SB Corporation), the Cooperative Development Authority (CDA), and the Philippine Trade Training Center (PTTC). As Chairperson of Small Business Corporation since January 30, 2024, Sec. Roque introduced new policies such as the Purchase Order (PO) and Enterprise Rehabilitation Financing (ERF) facilities to make SB Corporation’s financing programs more accessible and favorable for MSMEs. She also spearheaded the launch of the DTI-Bagong Pilipinas Marketplace, the country's largest B2B e-commerce platform, dedicated to promoting Philippine MSMEs' products and services both locally and internationally.
