PNOC EC is the upstream oil, gas, and coal subsidiary of the state-owned PNOC, with 99.79% shares of stock and the remaining 0.21% owned by public stockholders. A GOCC, the Company was incorporated on April 20 , 1976 and is mandated by the government through the DOE to take the lead in exploration, development and production ofthe country's oil, gas, and coal resources. At present, PNOC EC has six (6) Petroleum Service Contracts (SCs), namely: SC 38 (Malampaya), SC 57 (Calamian), SC 58 (West Calamian), SC 59 (West Balabc), SC 75 (Northwest Palawan), and SC 79 (Araceli). The company is the operator in SC 57, SC 59, and SC 79, and an active partner in SC 38, SC 58, SC 75. PNOC EC operated the first natural gas facility in the country, the San Antonio Gas Power Plant in SC 37, being supplied by indigenous natural gas resources. In 1999, PNOC EC farmed-in into SC 38 for a 10% stake including participation in the Malampaya Deep Water Gas-to-Power Project, the country’s single biggest investment of its kind. PNOC EC also holds two (2) Coal Operating Contracts (COCs), namely: COC 41 (Malangas, Diplahan, Imelda, and Siay, Zamboanga Sibugay), and COC 204 (Malangas, Zamboanga Sibugay). As part of its coal business, the Company also trades coal through its coal terminal located in Malangas, Zamboanga Sibugay. SC 38 - Malampaya
SC 38 contract was awarded to the SC 38 Consortium on 11 December 1990. The block is situated in offshore northwest Palawan covering an area of around 830 sq. km. First gas from the Malampaya Deepwater Gas-to-Power Project flowed to the platform in October 2001. The SC 38 Consortium is comprised of PNOC EC which holds 10% participating interest with Prime Energy Resources Development B.V. (Operator) and Prime Oil and Gas Inc. holding 40% and 5%, respectively. UC38 holds the remaining 45%.
SC 57 - Calamian
SC 57 was awarded to PNOC EC on 15 September 2005. Located offshore northwest Palawan, west of the Calamian Islands, the block covers an area of 7,120 sq. km. with water depths ranging from 50 to 3,000 meters. It lies within the Northwest Palawan Basin which comprises Malampaya Gas Field and other oil fields in the basin. PNOC EC holds 100% participating interest in the contract.
SC 58 - West Calamian
DOE awarded SC 58 to PNOC EC on 12 January 2006. The SC 58 block is a deep water acreage covering an area of 13,440 sq. km. located in offshore Northwest Palawan between SC 38 and SC 57. Nido Petroleum Philippine Pty Ltd. farmed-in in 2006 and acquired 50% participating interest and operatorship. PNOC EC holds 50% participating interest in the contract.
SC 59 - West Balabac
DOE awarded SC 59 to PNOC EC on 13 January 2006. It covers an area of 14,760 sq. km. and located in offshore Southwest Palawan, north of the deep-water gas discoveries in offshore Malaysia. PNOC EC holds 100% participating interest in the contract.
SC 75 - Northwest Palawan
SC 75 was a successful joint bid of Philex Petroleum (now PXP Energy), PetroEnergy, and PNOC EC for Area 4 under the 4th Philippine Energy Contracting Round. The service contract was awarded by the DOE on 27 December 2013. It covers an area of 6,160 sq. km. in the offshore Northwest Palawan Basin with water depths at 1,000 to 2,600 m. It is located west of SC 58. PNOC EC holds 35% participating interest in the contract, PXP Energy as Operator holds 50%, and PetroEnergy holds 15%.
SC 79 - Araceli
DOE awarded to PNOC EC SC 79 on 18 August 2023. SC 79 covers a total area of 9,320 square km in offshore East Palawan and is situated about 54 km east from Puerto Princesa City. PNOC EC holds 100% participating interest in the contract.
Petroleum New Ventures
PNOC EC evaluates open areas and petroleum blocks offered by DOE, Service Contractors, or Overseas Contractors through bid rounds and farm-in opportunities. PNOC EC will acquire new blocks if technically economically, and legally feasible.
COC 41 - Zamboanga Sibugay
PNOC EC conducts exploration and production activities in COC 41 within the Malangas Coal Reservation in Zamboanga Sibugay. PNOC EC holds 100% participating interest in the contract.
COC 204 - Malangas
COC 204 is located on the southeastern part of the Malangas Coal District in the Sibugay Peninsula where underground mines are extensively worked. Adjacent to its location is COC 41. PNOC EC holds 100% participating interest in the contract.
Coal New Ventures
PNOC EC evaluates open areas and coal blocks offered by DOE or Coal Operating Contractors through bid rounds and farm-in opportunities. PNOC EC will acquire new blocks if technically economically, and legally feasible.
Diesel Importation
The DOE mandated PNOC EC to source, procure and import petroleum products on an emergency basis into the Philippines to augment the country’s inventory of supply.
