The Bases Conversion and Development Authority (BCDA) is a development corporation vested with corporate powers under Republic Act (RA) 7227 (Bases Conversion and Development Act of 1992), signed into law by former President Corazon C. Aquino last March 13, 1992. The BCDA Charter was amended by RA 7917 in 1995, and further amended by RA 9400 in 2007.
Milestones
1992
President Corazon C. Aquino signed Republic Act No. 7227, officially creating the BCDA to accelerate the conversion of military reservations into productive civilian and commercial use.
1995
The BCDA laid the groundwork for conversion with the establishment of the Clark Special Economic Zone and Camp John Hay. Republic Act No. 7917 was passed in 1995 to amend and strengthen the BCDA
2007
Fort Bonifacio was successfully transformed into Bonifacio Global City (BGC). In 2007, BCDA's mandate was further amended by Republic Act No. 9400, expanding tax incentives in its special economic
2008
The Subic-Clark-Tarlac Expressway (SCTEX) was fully opened, connecting BCDA's economic zones to major shipping ports and airports.
2015
BCDA began planning the 9,450-hectare New Clark City, envisioned as the country's first smart, disaster-resilient metropolis.
2019
Under the government's infrastructure push, BCDA completed the expansion of Clark International Airport and hosted events for the 2019 Southeast Asian Games in New Clark City.
2024
BCDA achieved a record gross revenue of P22.1 billion, and was awarded multiple Gold Stevies for corporate governance and communication.
2026
BCDA sealed the historic P48-billion NAIA Terminal 3 property deal and facilitated major investments in New Clark City, bringing its total historical contributions to the AFP modernization program over P36.6 billion.
